Over time, specialized commissions, associations, and departments will be established at international, regional, and national levels to advance this global dialogue in a structured and scientific manner.

Throughout history, humanity has repeatedly faced war, inequality, and oppression. Today, despite tremendous scientific and technological advances, millions of people still suffer from poverty, injustice, and violence. We, the citizens of this planet, believe that the time has come for humanity to take a great step toward unity, peace, and justice. This charter is not a dream but the beginning of a path — a path that must be traveled with the participation of all nations, all cultures, and all human beings.

THE GLOBAL STATE CHARTER (GTS)

The issues raised in this charter require deep, complete, and comprehensive examination by all countries, governments, international organizations, scientific and civil institutions, and all compassionate human beings over a long period of time. This is not an overnight project --- it is a historic path that generations must walk together. We have begun this path. The fundamental solution will emerge from global participation, consultation, and collaboration. Join us so that future generations of humanity do not shed each other\'s blood, as they have in the past. This charter is in its initial stage and will be completed over time with the participation of thinkers, activists, and citizens of the world. What is presented here is the general framework and foundational principles of TGS --- peace, equality, freedom, human dignity, a healthy environment, global democracy, and an end to poverty. Details and implementation mechanisms will be added in later stages.

About the Founder - Davoud Abdoli
Founder of The Global State (TGS) - One World, One Government

"Everything I have ever dreamed of, I gift to humanity."

I am Davoud Abdoli. I am not a politician. I am not a general. I am not a billionaire. I am an independent political theorist who has seen the worst of human cruelty and still believes in the best of human dreams.

For decades, I lived under authoritarian regimes where free speech was a crime, where independent thought was punished by torture, where hunger was used as a weapon, and where the only escape was to surrender or disappear. I refused to surrender. I did not disappear.

Instead, I created The Global State (TGS) - a theoretical framework for a federal world government. Not as revenge. As a gift.

The Political Reality: Why Current Systems Are Dying

Since humanity first walked the Earth, human blood has been spilled by human hands. The greatest enemy of mankind and our planet has always been mankind itself.

Today, humans are stronger than ever and, just as much, more dangerous than ever. Climate collapse, nuclear threats, artificial intelligence without global governance, and economic wars are not problems of the future. They are problems of now.

And the current political systems - fragmented, competitive, and based on national interest above all - are entering their final crisis. They cannot solve problems that have no borders. They were not designed for this. They are dying, and they are taking humanity with them.

The Scientific Vision: A New Political System for a New Era

I believe a Single World Government can drastically reduce humanity's problems and build a better world:

No more military budgets of trillions of dollars - redirected to education, healthcare, and housing. No more borders - free movement for every human being on the one planet we share. No more economic wars - a single global currency, a single central bank, and fair distribution of resources. No more environmental destruction - binding global laws with enforcement power. No more digital divide - free high-speed internet as a fundamental human right.

This is not magic. This is political engineering. We have successful models: the United States, the European Union, Switzerland, India. Unity is possible. Scale is the only challenge.

The Dream: Turning Imagination into Reality

One of the most beautiful qualities of human beings is turning dreams into reality. The airplane was a dream. The internet was a dream. Democracy was a dream. Ending slavery was a dream. Every single step forward for humanity began as someone's impossible vision.

The Global State (TGS) is my impossible vision. Today, it is only a theory. A document. A website. But tomorrow, it could be the foundation of a new civilization.

Throughout history, humanity has repeatedly faced war, inequality, and oppression. Today, despite tremendous scientific and technological advances, millions of people still suffer from poverty, injustice, and violence. The root of many of these problems lies in incomplete political structures, the lack of effective global legal frameworks, and the absence of a coherent international governance system.

We, the citizens of this planet, believe that the time has come for humanity to take a great step toward unity, peace, and justice. This charter is not a dream but the beginning of a path — a path that must be traveled with the participation of all nations, all cultures, and all human beings.

Iran will remain Iran; Japan will remain Japan; South Africa will remain South Africa. National identities, cultures, and civilizations will be preserved — we only remove the tools of mutual threat. Just as no state in America fights another state — not because of friendship, but because they lack the tools of war — TGS will realize this model at the global level.

Fundamental Principles
Principle 1 – Sustainable Peace through Gradual Disarmament

More than $2.2 trillion is spent annually on armies, intelligence agencies, and weapons of war — while millions suffer from poverty, illiteracy, and disease. TGS believes that the gradual dissolution of national armies and intelligence agencies, alongside the creation of a credible and legitimate global security body, is the path to sustainable peace. Resources freed from military budgets will be allocated to education, healthcare, housing, and public welfare.

Principle 2 – Common Global Language

Language is the bridge between human beings — but today, linguistic differences are a major cause of misunderstanding, division, and conflict among nations. TGS calls for the teaching of a common global language alongside national languages in all schools worldwide. In the first stage, English is proposed as the international bridge language. In the second stage, a completely new and neutral language, created with the equal participation of representatives from all nations, will be developed — a language that belongs to no specific country and is the common heritage of all humanity. This language will not replace national languages.

Principle 3 – Global Currency

Currency wars, economic sanctions, and extreme wealth inequality between nations are among the greatest sources of tension and conflict in the world today. Just as the euro connected twenty European countries while preserving their national identities, TGS calls for the creation of a global currency that makes economic exchange fairer for all nations. Economic sanctions are a weapon — just like an army. A common currency disarms this weapon as well.

Principle 4 – Global Government and a Shared Legal Framework

The United Nations was a valuable step in the right direction — but without real executive power, it remains merely an advisory body, powerless against the will of major powers. TGS calls for the creation of a global governing body with real legislative, judicial, and executive power — an institution where all countries have equal representation and where international disputes are resolved through global courts, not war. In this structure, no country will have a unilateral veto.

Principle 5 – Completing and Evolving Democracy

Democracy is the best system of governance known to date — but in its current form, it has serious flaws. When a president is elected by a margin of only two percent and takes full control of a nation's destiny, 49 percent of the people are effectively ignored. Each new government dismantles the policies of the previous one, national resources are wasted, and structural problems remain unsolved. TGS proposes: a 60 percent threshold for major national decisions; stable policies independent of the electoral cycle; and real representation for political minorities.

Principle 6 – Civil Oversight of Governments

No individual or party should be able to take full control of national resources based solely on a one or two percent margin of victory. TGS calls for a system in which formal, independent civil society bodies, alongside elected governments, provide continuous oversight over major decisions, prevent the waste of public resources, and ensure the continuity of long-term policies in essential areas. Civil society organizations shall have the right to submit legislative proposals to parliament, and parliament shall be obligated to review them.

Principle 7 – Full Equality of Women and Men

Women and men shall enjoy fully equal rights in all political, economic, social, cultural, and legal spheres — not as a privilege, but as a natural and inalienable right. No law, tradition, religion, or culture may limit this equality. Equal access to education, employment, political participation, property ownership, and healthcare shall be guaranteed for women and men worldwide. Violence, discrimination, and coercion based on gender shall be absolutely prohibited and criminalized under the global government.

Principle 8 – Complete Freedom of Belief, Religion, and Conscience

Every human being has the right to freely believe in any religion, denomination, creed, philosophy, or conviction they choose. No religion, denomination, or ideology is superior to another, and all are equal before global law. Discrimination, violence, and coercion in the name of religion or belief shall be absolutely prohibited under the global government. Religion is a private matter for each individual, and no government has the right to impose it on others.

Principle 9 – A Fully Independent Judiciary

The global judiciary must be completely independent of the executive and legislative branches. Judges shall be elected through free elections under the supervision of independent international observers. No political, economic, or military power may interfere in the administration of justice. Justice is meaningful only when it is independent, transparent, and accessible to all — because without an independent judiciary, no right is guaranteed.

Principle 10 – A Healthy Environment – The Common Heritage of Humanity

The Earth is the common heritage of all generations. Protecting the environment is not a national choice but a shared global duty. The global government shall establish binding environmental standards for all countries and implement them with full executive authority. No government has the right to endanger the future of the planet and future generations for short-term economic gain.

Principle 11 – Free Global Education and the Eradication of Illiteracy

Illiteracy must be permanently eradicated from the face of the Earth. The global government shall provide a complete online education network for all human beings in all parts of the world through free internet access. Education from early childhood to the highest levels of specialization must be accessible to every person without any limitation. Knowledge is the right of all, and specialization shall not be the privilege of a select few.

Principle 12 – Free Global Healthcare

The global government shall create a complete online healthcare and medical network for all human beings in all parts of the world. This network shall include early disease detection, prevention, public health education, and online medical consultation using the latest artificial intelligence technologies. Dignified housing, quality education, proper healthcare, and a basic income are the rights of every human being — not privileges. The wealth of this planet is sufficient to meet the basic needs of all; the problem lies in distribution, not scarcity.

Principle 13 – Full Financial Transparency and a Serious Fight Against Corruption

All revenues and expenditures of the global government shall be fully transparent and accessible to the public. Oversight of the budget and government spending shall be carried out simultaneously by independent state bodies and civil society organizations. The global government shall provide adequate salaries and benefits for all public employees so they may live dignified lives. A serious and relentless fight against corruption, bribery, and embezzlement shall be waged using the latest artificial intelligence technologies.

Principle 14 – Specialization and Balanced Global Development

Every region of the Earth and every human being shall, based on their talents, resources, and local capacities, acquire skills and expertise that are beneficial both to themselves and to the global community. Through the relative distribution of wealth and the creation of social justice, forced migration shall be minimized. The global government shall implement support programs for the balanced development of all regions — because no human being abandons their home and family under normal circumstances. The future envisioned here holds unlimited potential, by which all nations may achieve relative equality.

One of the greatest failures of the current international order is that governments can hide behind the shield of "national sovereignty" and do whatever they wish to their defenseless people. TGS offers not punishment after the crime, but structural prevention of such governments from emerging in the first place — through two parallel paths: (1) universal global education from early childhood that no government has the right to harm its own people; and (2) the creation of a global body with real executive power that can intervene before a government becomes a dictatorship, with no veto for any power.

No government has the right to take innocent people hostage behind the shield of national sovereignty, religion, or ideology. National sovereignty is a right — but that right ends the moment a government begins harming its people.
